Supply of equipments for rehabilitation of three 35/10 kV substations (Bizmich, Andarob and Ishkashim) in the GBAO, Tajikistan and for construction of one new 35/10 kV substation in Sultoni Ishkashim, Afghanistan. Upgrading of Bizmich substation will require one 35kV outdoor switchgear with new equipment with relevant snubber, control and monitoring systems. Rehabilitation of Andarob and Ishkashim substations will evolve 35 kV outdoor switchers and 10 kV indoor switchgear for several outgoing feeders with new equipment and relevant protection and control system.

• 1. The Pamir Energy Company has received a grant from Royal Norwegian Ministry of Foreign Affairs through the instrumentality of a Framework Agreement through the Aga Khan Foundation (United Kingdom) (AKF(UK)), for “Contribution to Support Regional Development, Including Cross Border Activities, in Central Asia, Afghanistan and Neighbouring Countries”.
• 2. The OJSC “Pamir Energy” now invites sealed bids from qualified bidders for supply of equipments for rehabilitation of the 35/10 kV substations in the GBAO, Tajikistan and for construction of the new 35/10 kV substation in Sultoni Ishkashim, Afghanistan.
• 3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures in accordance with the procurement policies of the Framework Agreement, and is open to all bidders
• 4. Interested bidders may obtain further information from OJSC “Pamir Energy”, Business Development Unit, and inspect the Bidding Documents at the address given below and Pamir Energy can also provide the documents electronically, if required, from December 12, 2011, 9-00 to 17-00 hours, and local time.
• 5. Bid documents can be obtained from OJSC “Pamir Energy” in English language (technical specifications are also available in Russian) by interested bidders upon submission of request to the below mention address.
• 6. Sealed bids must be delivered to the addresses below in English or Russian languages at or before January 17, 2012 at 14.00 hours Dushanbe time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 16.00 hours Dushanbe time on January 17, 2012.
